Whether tackling defence ("The Grand Design"), local government ("Power to the People") or the National Education Service, all of Jim Hacker's bold plans for reform generally come to nothing, thanks to the machinations of Nigel Hawthorne's complacent Cabinet Secretary Sir Humphrey (Jeeves to Hacker's Wooster) who opposes any action of any sort on the part of the PM altogether. This is usually achieved by discreet horse-trading. Jay and Lynn's script, meanwhile, is a dazzlingly Byzantine exercise in wordplay, wittily reflecting the verbiage-to-substance ratio of politics. Also waiting for them were lions, elephants, giraffes, and countless other creatures (the 18-week production was filmed on location in Kenya). Directed by Roy Ward Baker (A Night To Remember) and written by John Hawkesworth (Upstairs, Downstairs), The Flame Trees of Thika isn't just about one girl, or one family, adrift in an occasionally hostile foreign land, but also about the dangers of colonialism. The Grants, their neighbors, the Palmers (Nicholas Jones and Sharon Maughan), and most of the other Europeans in Thika feel certain they're bringing culture to the uncivilized, without realizing what they're destroying in the process. Ian Crawford (Ben Cross from Chariots of Fire), is one possible exception to the rule, but he brings another kind of danger in his pursuit of Mrs. Palmer. Since their actions are seen through the eyes of a child, The Flame Trees of Thika is never preachy, but the meddling of these adults--however well intentioned--in the affairs of the Masai, the Kikuyu, and other locals frequently creates tension.   It would be easy to pass by this movie, based on Anna Sewell's famous novel Black Beauty, on the assumption that it's dated and twee. Well, perhaps it is a little, but the sheer quality of the whole enterprise places it in the front rank of children's cinema classics. Screenwriter Wolf Mankowitz's ability to harness both literary and popular techniques in the same work (also true of his written fiction) remains unsurpassed in this captivating tale of Beauty's eventful life, from being raised as a foal by the devoted Joe (Lester), then passing through the hands of various owners before being purchased by, supposedly, Miss Sewell herself, to be once more cared for by a now-adult Joe who is in her employ. Along the way, Beauty passes through the hands of gypsies, a circus owner, a family of aristocrats and is even ridden into war, with each episode being expertly cast (Mower is in particularly fine form as a mad, bad and dangerous army officer) and produced to the highest cinematic standards--even the exterior lighting is perfect. Absolutely recommended. The 4:3 DVD is a transfer of exceptionally high quality and includes the cinema trailer, an image gallery of stills and collector-enthusing promotional ephemera (presented in a thumb-saving slideshow format) and, rather incongruously, a trailer for Help! I'm a Fish!--Roger Thomas
