Frank Murphy (Roy Scheider) is a Los Angeles police officer charged with testing a new, hyper-advanced, anti-crime helicopter, 'Blue Thunder'. Although the 'copter is designed to be used for crowd control and surveillance, Murphy and his partner Lymangood (Daniel Stern) come to suspect that the military plan to misuse it for their own ends, particularly the sinister Colonel Cochrane (Malcolm McDowell).
