Four identically-dressed gunmen lay siege to a New York subway train and demand that a ransom of one million dollars be delivered within the hour. Transport cop Lt. Gerber (Walter Matthau) negotiates with the hijackers, trying to keep their leader (Robert Shaw) engaged in a continuous radio conversation while he looks for a way to defuse the situation and puzzles over the hijackers' intended escape plans. How exactly do they hope to make their getaway from an enclosed tunnel surrounded by police?
