Two days out from Portsmouth, Master-At-Arms 'Toby' Toberman goes missing from the decks of the Royal Navy warship Diana. Earlier in the voyage, he had made an official complaint to his Captain (Clive Merrison), about the strange behaviour of a senior officer while on shore leave in Lisbon. The official verdict is accidental death - but Toby's friend and shipmate Chief Petty Officer Chalky White (Larry Lamb) doesn't believe a word of it. He's convinced there's a conspiracy within the Royal Navy - and it's more than just a cover up. Now he's out to discover the truth,... whatever the danger.
