Howard Deutch's satire is similar to that of the M.A.S.H series. Doctors Peter Morgan (Kiefer Sutherland) and Richard Sturgess (Ray Liotta) work in a Kansas City Hospital treating US Army veteran patients in the face of administrative adversity. Battling against red tape and tight-fisted attitudes (Article 99 states that veterans can only be treated if their illness relates to their military service), the veterans only get treated thanks to the risk-taking, rule-breaking and hell-raising medical duo.
