Steven Seagal stars as cop Elijah Kane who leads a team of undercover officers as they investigate murder and drug crimes in Seattle, Washington. The other members of the special task force include Sarah Montgomery (Sarah Lind), Mark Simms (Lochlyn Munro) and Johnny Garcia (Jesse Hutch). Kane attempts to get revenge for the death of his former employees but the FBI tries to put a stop to his plans.
