James Belushi and Tupac Shakur star as corrupt police detectives in this American crime thriller. When racketeering detectives Divinci (Belushi) and Rodriguez (Shakur) murder a drug dealer, who turns out to be an undercover Drug Enforcement Agency employee, they attempt to frame vagrant alcoholic Joe (Dennis Quaid) for the killing, using Divinci's girlfriend Cynthia (Lela Rochon) to falsely testify as a witness.
