In a small northern town in 1974 law and order has broken down and the community seems to falling apart. Stephen Tompkinson stars in this British action drama about one man's determination to save a northern England estate that has become rife with crime. Set against the backdrop of the miners' strike and power cuts of winter 1974 which resulted in a three-day week, the film follows the efforts of Detective Sergeant Barry Harrigan (Tompkinson) as he attempts to regain control of a community that in such desperate times has resorted to desperate measures.
