Pocky Zhang (Wen Jiang) is the leader of a group of bandits, notorious for his exploits, but he has ambitions beyond being a mere highwayman. When one of the men he attacks turns out to be on his way to a small town to take up the role of mayor, Zhang spots his opportunity and decides to assume his victim's identity and install himself as the leader of the town.
