Steven Seagal plays a Chicago cop who takes on CIA types in this action thriller from Andrew Davis (The Fugitive). Davis brings muscle to the project, including some strong set pieces that make Seagal (who also co-wrote and co-produced the film) look good. Co-stars Pam Grier and Sharon Stone also assist in this endeavour, yet nothing can really mitigate such ridiculous moments as Seagal's getting profound with a villain in his raspy monotone: "You think you're above the law. Former aikido instructor, Steven Seagal's screen debut as Nico Toscani, a martial arts detective who discovers that a group of drug barons are about to bring chaos to the streets of Chicago. With the help of his partner (Pam Grier) he soon discovers that the drugs cartel is run by Zagon (Henry Silva), a CIA official with whom Nico had worked with during the Vietnam war.
