When Frank comes across a peasant woman (Sara Allgood) who reveals she cannot pay the fine placed on her for not having a license for her dog, Victoria's tyrannical father orders the destruction of the animal. Appalled by the decision, Frank decides the best way to get Gow to change his mind is to gather public interest.
