Laid back cop Lt Remy McSwain (Dennis Quaid) and his partner (Ned Beatty) discover the washed up body of a Mafia hood, and attribute the death to a gangland killing. Assistant District Attorney Anne Osborne (Ellen Barkin) is called in to investigate, and lifts the lid on police corruption, getting heavily involved with McSwain whilst she's raking up the dirt.
