John Candy, in his penultimate starring role, plays Bud Boomer, Sheriff of the Niagra Falls. The President of the United States (Alan Alda) is way behind in the opinion polls and so launches 'Operation Canadian Bacon' to create a diversion from the country's domestic problems: an unlikely attempt to convince the American public that Canada is their most dangerous enemy. Sheriff Boomer is taken in by the ploy, and convinced the States are about to be invaded by the Canadians, cobbles together a task force to launch a preemptive strike.
