A slice of the underworld in '80s Harlem. A black drug dealer named Gino (Wesley Snipes) sees that crack is the drug of the future and three years later he is running a huge business. One of his clients decides to help two undercover policemen with a raid, which goes wrong and leads to the cops being taken off the case. The cops then decide to pursue the drug baron on their own.
